The bill would amend the Penal Code by enhancing the punishment for the
offense of driving while intoxicated to a Class A misdemeanor if the
person operating the vehicle has an alcohol concentration of .15 or
more.  The bill would also enhance the punishment for the offense of
intoxication manslaughter to a felony of the first degree if the person
has previously been convicted two or more times of an offense relating
to the operating of a motor vehicle while intoxicated, an offense of
operating an aircraft while intoxicated, or an offense of operating a
watercraft while intoxicated.
