LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 77th Regular Session
April 20, 2001
TO: Honorable Tom Ramsay, Chair, House Committee on County
Affairs
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB2708 by Reyna, Arthur (Relating to conditions of
employment for an employee of certain sheriff's
departments.), As Introduced
**************************************************************************
* No fiscal implication to the State is anticipated. *
**************************************************************************
The bill would authorize certain counties to choose to enter into a meet
and confer agreement with an association recognized as representing a
majority of the employees of the sheriff's department. If, within 45
days after the agreement is ratified by the county and the association,
a number of voters in the county that is equivalent to 10 percent of the
votes cast in the county in the most recent general election were to
present a petition to repeal the agreement, the county commissioners
court would be required call an election for the repeal to be
considered.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated unless an election to consider repealing the meet and confer
agreement is required. Under that circumstance, the county would incur
the cost of an election. Based on the cost per registered voter from a
sampling of cities and counties, the average cost per registered voter
is approximately $0.91.
