appointment of a guardian for certain incapacitated

The bill would provide that in an application for the appointment of a
guardian of a minor who, because of incapacity, will require a
guardianship after the ward is no longer a minor may not be filed more
than 180 days before the proposed ward's 18th birthday. Further, if the
application is heard before the proposed ward's 18th birthday, a
guardianship may not take effect until the proposed ward's 18th
birthday.

No fiscal implication to units of local government is anticipated.
