change or clarify the permissible scope of practice of a

According to the bill, the costs of mediation by the Center for Public
Policy Dispute Resolution at The University of Texas at Austin School of
Law or another public or private organization and the costs of hearings
or alternative dispute resolution at the State Office of Administrative
Hearings would be paid by a party (a health care professional group or
an individual health care professional) to the mediation, hearing, or
alternative dispute resolution proceeding.
