Fiscal Analysis
  
The bill would amend Section 51.207, Texas Education Code, to require a
valid vehicle inspection certificate on certain motor vehicles, including
out-of-state registered vehicles, before a public institution of higher
education can issue a parking permit.  The inspection requirement would
apply to those vehicles registered in an area that is required to undergo
a vehicle emissions inspection under Subchapter F, Chapter 548,
Transportation Code.

The bill would take effect January 1, 2002.
  
  
Methodology
  
Each vehicle emissions sticker sold generates $5.50 to the State.  It is
estimated that 5,908 attend college in designated emission counties that
would be affected by the passage of this bill.  The total revenue
generated by the passage of this bill would be $32,494.  The revenue is
split with $2 of that fee being deposited into the Clean Air Account,
number 151 and $3.50 being deposited into the General Revenue Fund.
  
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
