Fiscal Analysis
  

The bill would amend Section 51.207, Texas Education Code, to require a
valid vehicle inspection certificate on any motor vehicle, including
out-of-state registered vehicles before a public institution of higher
education can issue a parking permit.

The bill would take effect January 1, 2002.
  
  
Methodology
  
Each vehicle inspection sticker sold generates $5.50 to the State.  It is
estimated that 26,913 out-of-state registered vehicles will need to
obtain a valid Texas vehicle inspection sticker each year to obtain a
parking permit from a public institution of higher education.
  
  
Local Government Impact
  
No fiscal implication to units of local government is anticipated.
