The bill would authorize a municipality to design, construct, operate,
and maintain a jail with an average daily population capacity of 2000.
The current capacity allowed by statute is 500.

Currently, the Texas Commission on Jail Standards does not have a
facility as described by the bill under its regulatory authority;
therefore, the provisions of the bill would not have a financial impact
on the Commission.  Additionally, if a facility as described in the bill
did meet the statutory requirement to fall under the purview of the
Commission on Jail Standards, the agency states that they can collect
reasonable fees to cover the cost of performing services for those
facilities.
  
Local Government Impact
  
Because no city jails meet the criteria of the provisions of the bill and
none are currently planned, no fiscal impact to units of local
government is anticipated.
