The bill would prohibit certain conduct, permit certain employment
negotiations, and make disclosure and recusal requirements of
nonpermanent legal staff employed by a court who have accepted or
anticipate an offer of employment from a law firm or other private
entity.
The bill would take effect immediately if it receives a vote of
two-thirds of all the members elected to each house. Otherwise, the
bill would be effective September 1, 2001.

No fiscal implication to units of local government is anticipated.
