The bill would require TPWD and the General Land Office (GLO) to enter into a Memorandum of Understanding authorizing TPWD to review any property that the GLO recommends for sale. Methodology TPWD assumes that on average, 15-20 land sales per year would occur and that approximately 219 properties would be recommended for sale by GLO. According to TPWD, review of lands offered for sale would entail conducting cultural resource and habitat assessments in order to determine the conservation and recreational value of the land to the state. TPWD would require one additional FTE at a cost of approximately $48,000 per year, benefits included, and associated expenses of approximately $25,000 each year (travel, operating expenses) to review the 15-20 land sales expected each year. In addition, in the first year TPWD estimates that it would need to contract out to complete review of the 219 properties recommended for sale by the GLO at a cost of approximately $213,000.
