Fiscal Analysis The bill would mandate screenings for acanthosis nigricans at the same time hearing and vision screenings are performed for public and private school students. The bill would require the chief administrator of each school to ensure each individual admitted to the school complies with the screening requirements. The bill would also require the chief administrator to maintain screening records each student and to allow the records to be open for inspection by the TDH or the local health department. If an individual is found to have acanthosis nigricans, the bill would require a report of the findings. The bill would take effect immediately if it receives a two-thirds vote in both chambers, otherwise, the bill would become effective September 1, 2001. Methodology A three month implementation period is assumed. According to the Department of Health, nine FTEs would be needed to handle increased workload associated with implementation of the bill. Costs are associated with the FTEs, general operating expenses, and development of a training curriculum. Local Government Impact According to TDH, school districts may incur additional costs to comply with the screening and reporting requirements of the bill. The Texas Education Agency (TEA) states 4,071,433 students enrolled in public schools would be screened annually for acanthosis nigricans.
