Local Government Impact
  
The Texas Association of Counties and the Texas Conference of Urban
Counties were contacted regarding the fiscal impact to counties from the
provisions of the bill.  Both organizations indicated that any
expenditures associated with implementing infrastructure planning would
be offset by a savings to the overall cost of the development.

No significant fiscal implication to units of local government is
