This bill would require the Texas Natural Resources Conservation
Commission (TNRCC) to post minutes of meetings, permit and enforcement
actions, complaints and compliance histories on regulated facilities, and
information on emissions and municipal solid waste storage on the
Commission's web site.  This information would require regular updates
and search capability by location and name. Annually, the TNRCC processes
10,000 permit applications and 8,000 complaints.  Also, the TNRCC
regulates approximately 200,000 permitted facilities across the state.

TNRCC would contract with a provider to design, develop, post, update and
maintain the data required by this bill to be available on-line.
Oversight of this contractor, the web site design and functionality would
be absorbed by existing TNRCC staff.  The estimated annual cost of the
contract is $400,000.

Because implementing the provisions of this bill will involve data from
all TNRCC regulatory programs, it is assumed that the three General
Revenue-Dedicated Accounts that are the Commission's major funding
sources, Clean Air Account No. 151, Waste Management Account No. 549 and
Water Resource Management Account No. 153,  would share equally in any
additional costs created by this bill.  In addition, it is conceivable
that the Commission may be able to use federal funds its receives to
assist in funding these additional costs.

As a result, this legislation would not have a significant fiscal impact
on the agency.
