TO: Honorable Steven Wolens, Chair, House Committee on State
Affairs
FROM: John Keel, Director, Legislative Budget Board
IN RE: HB3154 by Capelo (Relating to the establishment of an
asthma and allergy research advisory committee in the
Texas Department of Health.), Committee Report 1st
House, Substituted

* No significant fiscal implication to the State is anticipated. *

The bill would require the Commissioner of Public Health to establish an
asthma and allergy research advisory committee. The bill would allow
reimbursement for reasonable and necessary travel expenses incurred by
the members of the asthma and allergy research advisory committee while
conducting the business of the committee. Travel expenses incurred by
members of the advisory committee would only be reimbursed if the General
Appropriations Act authorized reimbursement.
The Department of Health indicates that all costs the agency would incur
in implementing the provisions of the bill, such as providing a
facilitator for the advisory committee meetings and reimbursement for
travel expenses for members of the advisory committee, could be absorbed
within the agency's existing resources.
Local Government Impact
No fiscal implication to units of local government is anticipated.
