Fiscal Analysis The bill would change the general primary election date from the second Tuesday in March to the first Saturday in May. The runoff primary date would be moved from the second Tuesday in April to the first Saturday in June. Further, a rental charge could not be made for the use of a public building as a polling place, but reasonable charges for actual expenses would be allowed. Methodology According to the Secretary of State's Office, though the bill would prohibit a rental charge for use of the public buildings for Saturday elections, a charge could still be assessed for actual expenses of having the building open and operating on a non-business day. To calculate the numbers below, the Secretary of State's Office took the total number of polls used in 2000 minus the total number of polls rented in 2000, the result of which constituted the total number of public buildings used. That number was multiplied by the amount that was estimated as a reasonable charge for actual expenses ($100). 16,834 (total number of polls in 2000) -6,085 (total number of polls rented in 2000) 10,749 (polls using public buildings) X $100 (estimate of actual expenses for using public building) =$1,074,900 The Secretary of State's Office also noted that there may be an increase in costs for the rental of private buildings on a Saturday compared to current weekday rental charges.
