LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session April 8, 2001 TO: Honorable Robert Junell, Chair, House Committee on Appropriations FROM: John Keel, Director, Legislative Budget Board IN RE: HB3190 by Puente (Relating to the allocation of revenue derived from certain fees and taxes among Texas Department of Transportation districts.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would amend the Transportation Code by requiring the Texas Transportation Commission (TTC), in consultation with the Governor's Office of Budget and Planning, the Legislative Budget Board, and the Comptroller of Public Accounts, to develop a method to quantify the amount of tax and fee revenue subject to Section 7-a, Article VIII, Texas Constitution, that would be derived from each district and appropriated to the department. The bill would also require the TTC to ensure from its appropriations that an amount equal to at least 80 percent of the revenue derived from a district would be spent on the department's operations and projects in the district. The bill would also require each state or local governmental entity to provide the commission with any information requested by the commission to implement provisions of the bill The bill would take effect September 1, 2001 and would require the TTC to comply with the budgeting and spending requirements of the bill in the biennium beginning September 1, 2003. Local Government Impact No significant fiscal implication to units of local government is anticipated.
