The bill would authorize the governing body of a municipality with a
population of more than one million to negotiate with the commissioners
court of a county with a population of less than 1.4 million that is the
county in which the majority of the territory inside the municipality's
corporate boundaries is located,  conditions for including the
extraterritorial jurisdiction in the emergency services district.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
