The bill would transfer the authority for the administration of the
state's weather modification program from the Texas Natural Resource
Conservation Commission to the Texas Department of Agriculture (TDA) and
the Texas Department of Licensing and Regulation (TDLR).
The bill would require the TDA to develop and administer a program
awarding matching grants to political subdivisions for weather
modification and control while the TDLR will enforce the licensing and
permitting aspects of the program.
It is assume that all operating costs, revenue, and 1.5 full-time
equivalent positions associated with the administration of the state's
weather modification program, as well as all assets associated with the
state's weather modification program will be transferred to TDLR.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
