LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session Revision 1 April 9, 2001 TO: Honorable David Swinford, Chair, House Committee on Agriculture & Livestock FROM: John Keel, Director, Legislative Budget Board IN RE: HB3230 by Walker (Relating to the administration of the weather modification program and grants for weather modification and control activities.), Committee Report 1st House, Substituted ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would transfer the authority for the administration of the state's weather modification program from the Texas Natural Resource Conservation Commission to the Texas Department of Agriculture (TDA) and the Texas Department of Licensing and Regulation (TDLR). The bill would require the TDA to develop and administer a program awarding matching grants to political subdivisions for weather modification and control while the TDLR will enforce the licensing and permitting aspects of the program. It is assume that all operating costs, revenue, and 1.5 full-time equivalent positions associated with the administration of the state's weather modification program, as well as all assets associated with the state's weather modification program will be transferred to TDLR. Local Government Impact No significant fiscal implication to units of local government is anticipated.
