"Pete" Laney, Speaker of the House, House of Representatives FROM: John Keel, Director, Legislative Budget Board IN RE: HB3312 by Dunnam (Relating to establishing a pilot program for state emergency medical dispatch resource centers.), As Passed 2nd House ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would require the Texas Department of Health, with assistance from the advisory council to the Texas Board of Health, to establish, conduct, and evaluate a pilot regional emergency medical dispatch program that would provide life-saving, pre-arrival emergency medical instructions to citizens calling public safety answering points that are not adequately staffed or funded to provide those services. Provisions of the bill would allow funding for the pilot program to be provided by General Revenue-Dedicated Account No. 5050, 9-1-1 Service Fees. The department would also be allowed to seek grant funding for the pilot program. The requirement to establish, conduct, and evaluate the pilot project would be contingent on the department receiving funding in accordance with the proposed statute.
