LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session April 2, 2001 TO: Honorable Paul Sadler, Chair, House Committee on Public Education FROM: John Keel, Director, Legislative Budget Board IN RE: HB3313 by Dunnam (Relating to elementary class size limits in public schools.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The Commissioner of Education would not be allowed to grant a class size waiver to any campus for more than two consecutive semesters. Districts would be required to provide communication to parents of students covered by class size waivers. This communication could be included with other regular communications, so long as it done no later than 31 days after the waiver is granted. During the 2000-01 school year, 254 campuses would have been ineligible for a class size waiver. In order to comply, if these campuses hired one additional teacher, at an average salary of $37,600 and purchased one portable classroom at a cost of $50,000 for each campus, the statewide cost of meeting the requirements of this bill would have been $22.3 million.
