Local Government Impact
A representative from Austin stated parking violations in the city have
been civil offenses since November, 1992. They were unsure this bill
would apply to them. They reported current collections on this violation
are $200,000. Using current violations as an example, they would have
collected $939,500 if this bill were in effect. However, they expect
that voluntary compliance would drop with this increase in fines which
would increase the resources necessary to locate and enforce the
citations. They were not able to estimate the extra cost this process
would require over the current collections expense.
A representative from Fort Worth indicated the Fort Worth parking
violations are covered under Chapter 682 of the Transportation Code. The
proposed legislation would therefore not impact their administrative
adjudication process on parking offenses.
A representative from El Paso reported this bill would have no impact
upon their city because they handle these violations as civil cases.
In general, the bill would have a positive fiscal impact for cities to
which it applies.
