LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 23, 2001 TO: Honorable Gary Walker, Chair, House Committee on Land & Resource Management FROM: John Keel, Director, Legislative Budget Board IN RE: HB3422 by Krusee (Relating to agreements between municipalities and school districts relating to land development standards.), As Introduced ************************************************************************** * No fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The bill would exempt school districts from complying with municipal land development standards other than those relating to fire, safety, health, and building codes or standards included in an agreement between the district and the municipality. Municipalities would not be prohibited from providing funds in connection with any work that would bring school district property into compliance with a land development standard. Districts would also be exempt from complying with municipal ordinances or regulations relating to aesthetics, maintaining property values, or zoning. The Executive Director of Capital Improvements for the Leander School District stated that the district would have saved $147,000 had they not had to comply with city landscaping ordinances for a middle school recently built by their district. Another middle school scheduled to be built in the Leander School District will cost an additional $340,000 to meet municipal land development standards; an addition to the high school will cost an extra $268,000; and another six schools planned to be built, under existing statute will cost an additional $1.7 million in bonds (paid out over the life of the bond, would total $4 million). School districts could experience a cost savings that would vary by school district depending on the number and extensiveness of building projects and the level of municipal ordinances with which they would no longer have to comply.
