Fiscal Analysis

The bill would transfer the regulation of riding stable from the Texas
Department of Health to the Texas Animal Health Commission. The Texas
Animal Health Commission may collect fees by registrants to be used for
the administration and enforcement of this program.

Methodology

All revenue, operating costs, and full-time equivalent positions
associated with the regulation of riding stables, as well as all assets
associated with the regulation of riding stables, will be transferred to
the Texas Animal Health Commission.

Registration and renewal fees will be collected from applicants who will
operate riding stables. The fees would be collected by the Texas Animal
Health Commission and used to defray the cost of administering the
registration program and to employ agents to conduct inspections.

Local Government Impact

No fiscal implication to units of local government is anticipated.
