Constitutional Amendment  providing four year term of office for members
of the house.
  
  
Methodology
  
$80,000 for costs of publication. There would also be a loss of revenue
estimated to be $135,000 for each even number primary year as a result of
a reduction in filing fees received by the state for primary finance.
The Secretary of State estimates a reduction of 3 candidates per race, 75
races each primary year at a loss of $600 per filing fee.
