LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session Revision 1 March 13, 2001 TO: Honorable Tom Ramsay, Chair, House Committee on County Affairs FROM: John Keel, Director, Legislative Budget Board IN RE: HJR57 by Garcia (Proposing a constitutional amendment to increase the number of county commissioners in Dallas County.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated, * * other than the cost of publication. * * * * The cost to the state for publication of the resolution is $80,000. * ************************************************************************** The joint resolution would propose a constitutional amendment to increase the number of commissioners precincts in Dallas County from four to eight. The boundaries of the initial eight precincts would take effect on January 1, 2003. The four additional offices of the county commissioners that would initially result from the division would be filled at the general election for the state and county officers held in November 2002. The provisions of the bill would take effect only upon approval by the voters in an election to be held November 6, 2001. Currently, every county in the state is divided into four commissioner precincts. Local Government Impact According to the Budget Officer for Dallas County, additional salaries and benefits for the four new county commissioners and their staffs would total $2.7 million annually; operating expenses for the four new precincts would total approximately $400,000 per year; and, there would be a one-time capital outlay cost of approximately $10 million.
