               appropriation to certain institutions of higher
               education not entitled to participate in funding from

If passed, this resolution would propose a constitutional amendment to
allow certain adjustments to the allocation formula for the
distributions from the Higher Education Fund to various state higher
education institutions.  The amendment would allow adjustments to the
allocation formula even if more than 50 percent of the money allocated
to a governing board of an institution would be used to pay the
principal and interest on outstanding bonds or notes.
