LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session May 11, 2001 TO: Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations FROM: John Keel, Director, Legislative Budget Board IN RE: HJR89 by Eiland (Proposing a constitutional amendment allowing a county to construct, maintain, or improve in the county any street, road, or highway of a city, town, or village.), As Engrossed ************************************************************************** * No fiscal implication to the State is anticipated, other than the * * cost of publication. * * * * The cost to the state for publication of the resolution is $80,000. * ************************************************************************** The joint resolution would allow a county to use any available funds, including the funds from bonds or other authorized debt, to construct, maintain, or improve any street, road, or highway of a city. This proposed constitutional amendment would be submitted to the voters at an election to be held on November 6, 2001. Local Government Impact The fiscal impact to a county would vary and depend on how much road construction, maintenance, or improvement a county would choose to perform. It is anticipated that a county would only assume projects for which funding would be available. Cities, towns, and villages in which a county agrees to construct, maintain, or improve roads with county funds would experience a savings in road expenses, which could be significant.
