LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session March 29, 2001 TO: Honorable Teel Bivins, Chair, Senate Committee on Education FROM: John Keel, Director, Legislative Budget Board IN RE: SB19 by Nelson (Relating to the improvement of children's health through daily physical activity in public schools and a coordinated approach by public schools to prevent obesity and certain diseases.), Committee Report 1st House, Substituted ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** Local Government Impact The bill, as substituted, does not have direct cost implications to local school districts. Districts currently have broad flexibility in implementing subjects in the enrichment curriculum, particularly at the elementary level. If the State Board of Education adopted rules requiring daily physical activity, districts would generally use existing staff to meet bill requirements, thereby avoiding increased staffing costs. As an example, supervised recess periods could be restructured from free-play activities to more structured physical activities. Source Agencies: 701 Texas Education Agency LBB Staff: JK, CT, PF, JM
