Local Government Impact
  
The bill, as substituted, does not have direct cost implications to local
school districts.

Districts currently have broad flexibility in implementing subjects in
the enrichment curriculum, particularly at the elementary level.  If the
State Board of Education adopted rules requiring daily physical
activity, districts would generally use existing staff to meet bill
requirements, thereby avoiding increased staffing costs.  As an example,
supervised recess periods could be restructured from free-play
activities to more structured physical activities.
