Technology Impact
To ensure confidentiality of the system, the application and database
would stand alone and run on a separate PC that would not be on agency
network. The costs of the hardware which consists of a PC with a tape
drive, printer, and scanner would be $8,000.00 and computer programming
support
Fiscal Analysis
The bill would create an address confidentiality program with the
Secretary of State. It requires the Secretary of State to act as agent
for service of process and mail and would require forwarding of mail to
program participants. It would require the Secretary of State to
identify state and local agencies that provide services to victims of
family violence and require identified agencies to provide access to the
program.
Methodology
According to the agency, The State of Washington has a similar program
and it forwards over 45,000 pieces of mail a year at an average cost of
60 . The State of Washington's population is approximately one-fourth of
that of Texas. Using population as a comparison factor, the agency
could expect to forward 180,000 pieces of mail at 60 for an annual
postage cost of $108,000. It is estimated that 2 FTEs would be required
at a cost of approximately $63,000 a year for salaries and benefits and
$20,000 for operating costs. Technology costs would be approximately
$8,000 in the first year for hardware and $25,000 computer programming
support.
No significant fiscal implications to other state agencies are
anticipated.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
