Fiscal Analysis
  
The bill would amend the Transportation Code by eliminating the $5 fee
for purchasing a disabled parking placard and the requirement that these
fees be collected by each county assessor-collector and deposited in
State Highway Fund No. 006.

The bill would take effect September 1, 2004, and would only apply to
applications submitted on or after that date.
  
  
Methodology
  
The Texas Department of Transportation (TxDOT) reported issuing 290,639
disabled placards in fiscal year 2000.  It is estimated that 316,198
placards would be issued in fiscal year 2005 and that the number of
placards issued would increase by approximately 1.7 percent each year.
Likewise, it is estimated that a revenue loss of approximately $1.58
million would be realized in fiscal year 2002 and that this would also
increase by approximately 1.7 percent each year.
  
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.
