The bill would take effect September 1, 2001, and would only apply to applications submitted on or after that date. Methodology The Texas Department of Transportation (TxDOT) reported issuing 290,639 disabled placards in fiscal year 2000. It is estimated that 300,605 placards would be issued in fiscal year 2002 and that the number of placards issued would increase by approximately 1.7 percent each year. Likewise, it is estimated that a revenue loss of approximately $1.5 million would be realized in fiscal year 2002 and that this would also increase by approximately 1.7 percent each year. Local Government Impact No significant fiscal implication to units of local government is anticipated.
