The bill would require the Commissioner of the Health and Human Services
Commission to provide for joint training of health and human services
agency caseworkers whose clients are children.  It is assumed that the
agencies involved could accomplish this within existing resources.

No significant fiscal implication to units of local government is
anticipated.  It is assumed that the agencies involved could accomplish
