Changing the starting date of schools might lead to higher rates of
student attendance for migrant students (and thus trigger additional
state funding), but the precise impact would depend on the migration
schedule for students.
  
Local Government Impact
  
School districts may be able to save some expenses related to air
conditioning as a result of the later start date required by this bill.
The Comptroller has estimated that school districts would save
approximately $10,000,000 per year in air conditioning costs, assuming
they do not extend the school year at the end of the year.  The Texas
Education Agency, in making its estimate of $2,000,000 to $4,000,000
million a year in savings, assumes that school districts would extend
the ending date of the school year into June as a result of this bill.
