The bill requires certain information regarding higher education be
communicated on a stipulated schedule to public school students and their
parents or guardians.  Counselors are required to provide information at
the elementary, middle and high school levels.

The bill does not specify how the information is communicated, and does
not require any specific action on the part of the state in general or
the Texas Education Agency in particular.
  
Local Government Impact
  
Local school districts could incur costs associated with implementing the
provisions of the bill.   The bill does not specify how the information
is to be communicated to students and their families.  If a school
chooses to communicate the information by written notice, it is
estimated that the annual cost would be approximately $140,000
