LEGISLATIVE BUDGET BOARD
Austin, Texas
FISCAL NOTE, 77th Regular Session
January 29, 2001
TO: Honorable Teel Bivins, Chair, Senate Committee on
Education
FROM: John Keel, Director, Legislative Budget Board
IN RE: SB176 by Zaffirini (Relating to a parent's ability to
waive translation of the special education plan for the
parent's child.), As Introduced

Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
To the extent that school districts currently produce written or
audio-taped translations of individualized education plans (IEP's) for
non-English-speaking parents of students, there would be some cost
savings arising from parents waiving the right to translations. That cost
savings could range from $5,000 to $15,000 per district.
