The bill would allow an electronic monitoring and/or audio device to
placed in a convalescent, nursing home or related institution resident's
room provided it is owned and operated by the resident, provided by the
resident's next of kin at the request of the resident, or provided by
the resident's guardian.

No fiscal implication to units of local government is anticipated.
