Fiscal Analysis

The bill would entitle certain employees of the Board of Pardons and
Paroles, The Texas Department of Criminal Justice (TDCJ), and the
Department of Protective and Regulatory Services to injury leave without
deduction in salary or use of compensatory time for an injury that occurs
during the course of the person's performance of duties and results
directly from hazards and risks related to that duty. Peace officers
employed by the state, including those employed by the Department of
Public Safety, the Alcoholic Beverage Commission, and the Parks and
Wildlife Department would also be entitled to this injury leave.

The bill would take effect September 1, 2001.

Methodology

The bill would not have a significant impact on any state agency except
TDCJ.

At any given time, there are an average of 160 TDCJ employees out on
workers' compensation. Approximately 128 of those employees would be
eligible for the injury leave described by the bill. The average number
of days a TDCJ employee remains on workers' compensation is 72.7 days.
Based on the current number of applicable TDCJ employees drawing
workers' compensation at an average annual salary of $26,724, it is
estimated that the bill would cost $3,420,672 from salaries. and
$967,366 from benefits annually.

Local Government Impact

No fiscal implication to units of local government is anticipated.
