The bill provides districts the option of applying to the commissioner
for approval of a flexible school year program for students who would
not otherwise be promoted to the next grade level.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.  The program is entirely optional; if a district chose to
administer the program, additional costs could be incurred.
