The bill would allow the Texas Department of Transportation to enter into
a contract with any public or private entity for the management of
property used for the purpose of mitigating adverse environmental
impacts in accordance with Federal law.  The agency estimates
implementing the provisions of the bill would result in an insignificant
cost savings for conservation easements, acquisition costs, management,
and staff costs.
