The bill would prohibit hospital districts in counties with a population
of 190,000 or more from future participation in tax increment financing.
The bill would also prohibit amending existing plans in regard to
certain terms of the hospital district participation.

There should be minimal impact to local governments since any existing
plans where hospital districts participate would not be affected. Any
possible impact would be prospective in regards to new proposals or
amending existing plans to increase or extend hospital district
participation.

Local Government Impact

No significant fiscal implication to units of local government is
anticipated.
