LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session April 11, 2001 TO: Honorable Mike Moncrief, Chair, Senate Committee on Health & Human Services FROM: John Keel, Director, Legislative Budget Board IN RE: SB333 by Moncrief (Relating to the state child health plan for certain low-income children.), Committee Report 1st House, Substituted ************************************************************************** * No significant fiscal implication to the State is anticipated. * ************************************************************************** The bill would authorize the Health and Human Services Commission to seek a waiver under the Children's Health Insurance Program to cover adult family members. Under current federal policy, states may not apply for waivers unless three of several criteria are met, including the elimination of an assets test for Medicaid eligibility for children, 12 months of continuous eligibility for children, eligibility simplification for children, and presumptive eligibility for children. Under current State policies, the State would not meet these criteria. Therefore, the State would not be eligible under current policies for a waiver.
