The bill would amend the Alcoholic Beverage Code by enhancing the
punishment for the criminally negligent sale of an alcoholic beverage to
a minor from a Class A misdemeanor to a state jail felony, if the
offender has been previously convicted of the same offense.

No significant fiscal implication to units of local government is
