Fiscal Analysis The bill would require, among the responsibilities of the Texas Commission on Fire Protection (TCFP), for the TCFP to authorize the Commission on Human Rights to review the administration of tests by fire departments to determine whether the tests are administered in a manner that complies with employment discrimination provisions of the Labor Code. In cases where the tests were found not to be in compliance, the Commission would be required to recommend appropriate changes to the administration of the tests. Methodology It is estimated that the Commission on Human Rights would require 2 additional FTEs to review fire department tests. This estimate assumes that a total of 100 reviews would be conducted by the Commission each year. Local Government Impact No significant fiscal implication to units of local government is anticipated.
