The bill requires the Texas Department of Licensing and Regulation (TDLR)
to issue certificates of registration to third party plan reviewers and
inspectors and to contract with state agencies and political subdivisions
to perform certain plan reviews and inspections. TDLR would receive
revenues from charging a fee for the certificates of registration. The
agency estimates there would be a reduction in the number of
architectural barrier plans to be reviewed by the agency and a reduction
in the number of buildings or facilities to be inspected for
architectural barriers by agency staff.
It is assumed that the agency would adjust its fees to cover the any
costs or revenue losses due to the implementation of the bill.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated. Local governments can perform these reviews and
inspections in-house or outsource. The costs will be similar to the
current costs they expend to have TDLR perform these reviews and
inspections.
