The bill would require that a person obtaining a building permit must
provide evidence that an asbestos survey of all parts of the building
affected by the planned renovation or demolition has been completed by a
person licensed to conduct the survey and certification from a licensed
engineer or architect confirming the safety of the materials and that
all affected parts of the building are asbestos-free.  All costs would
be incumbent on the person seeking the permit.
