Though the bill does not have a direct impact at the State level, certain
agency policies would be affected.  Agencies indicate costs could be
absorbed within existing resources.
  
Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.

Provisions of the bill do not specify responsibility for the
establishment of the review teams.  It is assumed the teams could be
established using existing resources.  Counties may choose to
