The campaign would target primary school and secondary school students and give priority to reaching students from groups or backgrounds that are traditionally underrepresented in higher education. THECB could coordinate with other agencies as necessary to develop and implement the public awareness campaign. THECB could use any available revenue, including legislative appropriations, and could solicit and accept gifts, grants, and donations to undertake the campaign. Methodology THECB estimates the cost of the higher education public awareness campaign to be $2.5 million in general revenue funds each fiscal year. THECB estimates the campaign will require expenditures for market research; focus groups; document preparation, printing, and distribution (including publications, videos, CDs, media promotions, billboards, book covers and bumper stickers); and staff time for administration. Also, THECB believes that additional funds from private industry would be necessary to fully fund the campaign. THECB estimates that an additional four full-time employees would be required to administer the campaign: an administrator, a grant writer, a technician, and an accountant.
