Local Government Impact
  
No significant fiscal implication to units of local government is
anticipated.

The bill authorizes school districts to charge tuition for
pre-kindergarten attendance by children not otherwise eligible to attend
if the district has adopted a policy concerning the admission of children
younger than five who are not eligible for pre-kindergarten.  The bill
requires such districts to submit tuition charges to the commissioner of
education for approval; and it would exclude the attendance of such
children for state funding purposes.

Because districts would be authorized to charge tuition, it is
anticipated that the net impact of this bill would be neutral with
additional local revenue offsetting the additional operating costs
created by the admission of children that otherwise would be ineligible
