LEGISLATIVE BUDGET BOARD Austin, Texas FISCAL NOTE, 77th Regular Session Revision 1 April 18, 2001 TO: Honorable Teel Bivins, Chair, Senate Committee on Education FROM: John Keel, Director, Legislative Budget Board IN RE: SB599 by Shapleigh (Relating to long-range planning for higher education.), As Introduced ************************************************************************** * No significant fiscal implication to the State is anticipated. * * * ************************************************************************** (This fiscal note revision of Senate Bill 599 was done to match the fiscal note for House 1799, a companion bill.) The bill requires the Texas Higher Education Coordinating Board (THECB) to develop a long-range statewide plan to provide information to policy makers. The purpose of the plan would be to ensure that institutions of higher education meet the needs of each region of the state for higher education services and that adequate services are equally accessible to residents of each region of the state. THECB would identify programs or fields of study for areas which have/are projected to have unmet need for services and make recommendations to the legislature to address the unmet need. The plan would be revised periodically based upon research findings. THECB estimates annual costs for staffing, travel, operating and associated costs, and equipment. However, these amounts should not significantly impact state appropriations. Local Government Impact No fiscal implication to units of local government is anticipated.
