Local Government Impact
  
The bill would allow a navigation district to create a local government
transportation corporation to develop and promote public transportation
systems.  Initial start-up costs would be incurred consistent with the
creation of corporations and operating costs would be established and
incurred each subsequent year in accordance with duties and activities.
The Grand Parkway Transportation Corporation in Houston, while not a
local government entity, is an example of a transportation corporation
and indicates that annual operational costs, including salaries for two
executive staff and an administrative assistant, office space,
consumables, and equipment total about $200,000.  The corporation also
incurs costs of consultants for various projects conducted.  Costs for
projects vary depending on the type of project and length of completion
