The bill proposes to grant authority to a municipality to sell or lease
property on certain state-owned lands. The General Land Office would be
allowed to grant to the purchaser, a lease of the state-owned tideland,
water, and bed beneath the property for not more than 99 years.
Specifically, Chapter 307 of the Local Government Code authorizes, among
other provisions, the City of Galveston to use submerged state lands
belonging to the Permanent School Fund for the construction of a pier.
The bill would also allow a municipality that borders the Gulf of Mexico
and has a population of 50,000 or more to use and occupy gulf tidelands
and adjacent water for park purposes. Under current statute, the
population minimum applies to a county of 60,000 or more.
Local Government Impact
No significant fiscal implication to units of local government is
anticipated.
